Tracking OECD DAC Donor Funding for Sexual and Reproductive Health and Rights
The Donors Delivering for SRHR Report is an annual publication about the state of global funding for SRHR, RMNCH, and FP. It tracks the total funding support and the share of ODA that OECD DAC donors dedicate to these areas. The findings of the current report are based on 2023 ODA disbursement data from 32 OECD DAC donor countries.
Total SRHR disbursements from 32 OECD DAC donors saw a 4 billion USD drop between 2022 and 2023. The percentage of ODA going to SRHR fell to 4.29% in 2023, from over 6% in previous years. This drop in relative SRHR spending can be further explained by overall ODA among donor countries rising in 2023, while absolute disbursements for SRHR continued to decline.

It is clear that many donors could do more. 13 out of 32 OECD DAC donors spent less than 2% of their ODA on SRHR in 2023, in many cases despite progressive and supportive policies and commitments on SRHR. Similar to previous years, this has especially been the case for larger donors, such as Italy (1.22%), Germany (1.59%), the EU institutions (0.71%).
Seven out of 32 donors championed SRHR in 2023, with over 5% of ODA spent on SRHR. Despite a reduction in its spending, the US continued to be the largest SRHR donor (both in absolute and relative terms), spending over 9% of its ODA on SRHR. This was followed by Luxembourg, the Netherlands and the UK who each spent over 6% of their ODA on SRHR, and Iceland, Sweden and Canada who spent over 5%.
