When looking at SRHR spending as a percentage of ODA, the United States was the top donor in 2024, with 16.7% of its ODA going to SRHR. Iceland and Canada, follow with over 6% of their ODA being spent on SRHR. The Netherlands, Luxembourg and Sweden complete the SRHR champions group, with over 5% of their ODA spent on SRHR. Two of these top SRHR donors (Luxembourg and Sweden) reached the long-pledged commitment to allocate 0.7% of their Gross National Income (GNI) to ODA in 2024. Additionally, smaller donors such as Iceland and Luxembourg were seen to champion SRHR and outperform countries with substantially larger ODA budgets (eg. Germany and France).
